"Ramdam ang pagbabago" -- this is the first line uttered by the LGPMS Provincial Focal Person of Surigao del Sur, Joseph "Josh" Porgatorio, during the participants‘ feedback session held after the hands-on training on LGPMS v.2 in Davao City last August 25-27, 2009.
Josh, along with other Focal Persons, both from the regions and provinces, felt the improvements made on the new LGPMS. They agreed that LGPMS v.2 has a more user-friendly interface and exciting features. Josh added that the LGPMS is now more marketable to local government units. The database is easier to navigate and the speed is far better than the old system. The generation of on-line reports is a good start in presenting the institutional strengths and weaknesses, as well as in knowing the local development conditions, where the LGUs can work on, together with the national government agencies and other partner institutions, to address service delivery and development gaps.
The Regional and Provincial Focal Persons appreciated their new role as co-administrators of the LGPMS database. Donald Seronay of DILG-CARAGA said, "The RFPs and PFPs are now actively involved in maintaining and running the database. Participation is truly amplified."
The DILG Regional Directors were also given an executive briefing and live demonstration on the new system. They signified their support in the implementaion of the new system. Moreover, RD Josefina Castilla-Go of DILG Regional Office IV-A recognized the effort of the Bureau of Local Government Supervision by their drive in enhancing the LGPMS and making the on-line database operational again.
To date, the DILG Regional and Provincial Offices, with the RFPs and PFPs as the lead officers, are currently busy in deploying LGPMS v.2 at the provincial, city and municipal governments. Initial results are expected to be produced starting October of this year.
