  • City Launches Performance Management System

  • Angeles City - The City Government led by Mayor Francis "Blueboy" Nepomuceno launched its second version of the Local Governance Performance Management Systm (LGPMS) at Shanghai Restaurant recently.

    The move, according to Nepomuceno, is part of the city government’s commitment  to continue its implementation of the LGPMS as prescribed by the Department of the Interior and Local Government (DILG).

    The LGPMS is a self-assessment and management tool that enables the provinces, cities and municipalities to determine their capabilities and limitations in the delivery of essential public services. Earlier last month, the city government has started initial moves to implement the LGPMS.

    DILG-Central Luzon Director Renato Brion congratulated Nepomuceno and the whole LGPMS Committee members and Technical Working Team for being the first local government unit to comply with the LGPMS database validation within Central Luzon.

    The LGPMS initial planning for the city was facilitated by the City Planning and Development Offfice (CPDOO) headed by Engineer David David in coordination with Virginia Lustre, Operation Services Division (OSD) Chief and Lerrie Hernandez from DILG Region III. Moreover, the technical e-LGPMS website application was discussed by Melerie Pineda, LGOO IV of DILG.

    The launching was also in preparation for the crafting of the city’s State of Local Governance Report (SLGR) for the Profile Year 2009. This proves to be an essential factor as LGPMS is also a development tool to gauge the performance and output levels of the city in the delivery of basic services. The LGPMS has five sectors: Governance, Administration, Social Services, Economic Development and Environmental Management.

    In a recent executive order signed by Nepomuceno, the respective composition of the LGPMS and Technical Working Team was updated to fully respond to the changing time and cope with the challenges ahead that local government units are facing. (Ian Flora Ocampo)
