
A Forum on the Utilization of the Local Governance Performance Management System for the Autonomous Region of Muslim Mindanao was separately conducted in the Cities of Zamboanga and Davao on October 16 and 19, 2009, as part of the Governance Symposia 2009 co-sponsored by the Local Governance Support Program in the ARMM and the DILG-ARMM‘s Local Governance Resource Center. The said symposia was a venue for showcasing good local governance practices and initiatives in the region as reflected in the Governance Exhibit and as shown in twelve different forums.
The LGPMS Forums were attended by local chief executives, vice mayors, sanggunian members, planners and other local officials, representatives of national and regional line agencies, members of civil society organizations, and the donor community. The events were also graced by the presence of Canadian Ambassador Robert Desjardins.
Featured practices were (a) the Sulu Provincial Government which presented the operations of the Sulu Coordinating Center in the identification of capacity and development needs of various local governments in the province through the use of LGPMS results; (b) the Municipal Government of Upi, Maguindanao in finding the benefits of using LGPMS results in the formulation of their Comprehensive Development Plan - Executive and Legislative Agenda; and the Municipality of Wao, Lanao del Sur which shared the value of LGPMS results in prioritizing development concerns in the municipality.
To give a view of how local governments in the region performed for CY 2008 based on LGPMS parameters, the Regional State of Local Governance Report was presented by Atty. Naguib Sinarimbo, Special Assistant and Legal Consultant to the DILG-ARMM Regional Secretary.
Mr. Pablo de Castro of the Bureau of Local Government Supervision concluded the forums in both cities through his presentation of the new version of the LGPMS, tagged as LGPMS v.2.
