  • LGPMS is Back Online!

  • The LGPMS web-based system is back! To recall, the LGPMS users failed to use the LGPMS database due to system malfunction in 2008. The whole year of 2008 was dedicated in improving the LGPMS architecture and functionalities. After a year of waiting, the LGPMS is now fixed and is ready to serve the LGPMS clients with more user-friendly interface and features. The following higlights the features of version 2:

    Information is just a few clicks away - The new user interface design assures the users of tidy pages and links where you can access . Search engine is available for faster retrieval of information based on the keyword typed-in.

    More information available to public - anyone may view the (a) individual LGU Basic Facts and Figures which contains  basic information about  a provincial, or municipal government, i.e, population, land area, tourism potential, etc.; (b) electronic State of Local Development Report (e-SLD) which describes the socio-economic and environmental development in a particular localtiy, in a province, in a region, or in a a development picture, (3) Summaries of the State of Local Governance Performance in the Philippines, and (4) Quick Statistics which provides selected information on local governance and development that are culled straigthly from the LGPMS database.

    Improved LGPMS Indicator System, Data Capture Forms and Report Contents for LGU Users

    The LGPMS Indicator System - The indicators were revisited by the DILG together with representatives from selected LGUs and concerned agencies to provide minimum information needed to assess local governance and the state of development. There is no susbtantial increase or decrease in the number of indicators. Substantial improvements are on:(1) the adjustments in the benchmarks used, which are drawn from the MTPDP 2010 Targets, from national laws and policies, or set by the concerned national government agencies; and (20 demarcation between performance and development indicators which was patterned from the revised LGPMS Conceptual Framework. The indicators are summarized to produce thematic information.

    Data Capture Form - There are two sets of Data Capture Form: (1) DCF for State of Local Governnance Performance, administered annually; and (2) State of Local Development, administered every three years. Except for financial indicators which asks for exact numerical values, the revised DCF asks where the LGU fits on a range of values or description.

    The DCF and Technical Notes are combined in only one document to facilitate better understanding of the indicators.

    DCF filtering is available to capture the uniqueness of indicators or questions for LGUs by ecossystem classification, LGU type and to some extent by income classification.

    LGPMS Online Report Contents - The LGPMS is not just a database for profiling. It has an artificial intelligence that processes data electronically to come up with basic interpretation of  LGPMS results. Such results are translated into online reports.

    More Opportunities for Participation - Aside from the Forum where the users can post queries and comments, they can actively participate by joining in the Circle of Writers. Interested users (DILG, LGU and other partners) are encouraged to send a news or feature article about LGPMS utilization and results or LGU best practices.

    LGPMS remains as a self-assessment tool of LGUs. The LGPMS Team at the LGU level is responsible and accountable for the information they are providing into the database.

    The DILG advocates the value of managing performance in local governance. We, the members of the LGPMS Project Management Team, are committed to continously improve and maintain the LGPMS as a handle in inducing a culture of performance management across local governments in the Philippines.
